In Infrastructure: Potential, Perils, and a Framework for Distinction , authors Peter Blair Henry and Camille Gardner evaluate the literature that claims poor countries have an infrastructure investment gap of roughly 1 trillion dollars per year and therefore possess widespread opportunities for productive spending on infrastructure.
The evaluation introduces and employs a simple framework that concludes this claim is invalid and moves the infrastructure conversation away from exaggeration toward the clarity that economics can and should bring to any policy discussion. The report was commissioned to help understand the size, nature and needs of present and future officer communities. IPC has produced two discussion papers for the Social Services Improvement Agency for Wales SSIA and the National Commissioning Board for Wales NCB which explore the opportunities and challenges presented by taking an outcomes-based approach to the commissioning of domiciliary care and the options available to local authority commissioners for the procurement of services.
This paper builds on the existing Market Shaping Toolkit for both smaller care providers and local authorities and explains what market shaping is and who shapes the market. The paper outlines the building blocks of effective market shaping. This paper is for local authority commissioners to help them think through when and how to take a joint approach to market shaping. This paper is aimed at health and social care commissioners looking to work together to develop a co-ordinated or place-based approach to market shaping. This paper is intended to help local authorities and providers of care and support to think through what market-shaping means in terms of people who purchase their own care and support.
This guidance highlights good practice in market position statement MPS development and aims to help local authorities understand how to use them to best effect in market shaping. This briefing paper offers a summary of the key findings from the evaluation.
